Traffic School County of Violation

Having trouble selecting the correct county of violation please assist.

I am filling out the online course for traffic school in San Diego. I have completed the payment & updated all personal requirements. I filled out the County of violation already but it keeps asking me to select County of violation and won't let me proceed & get started. What can I do?
