Page Will Not Load

The next page in my course will not load. Is this normal for it to take so long to load each individual page?
Hello,
I'm taking your online traffic school for a ticket I received in Orange County. I just got started and its now 7:50pm pst and I'm on Section 1, Page 4 of 15 and the next page will not load. Is this normal for it to take so long to load each individual page?
